Does threatening to sue the state over a perceived threat to the union’s negotiating power qualify as “helping”?

What about threatening to seek a federal cutoff of transit funding to Massachusetts, should Beacon Hill go along with a particular reform the MBTA workers oppose?

That’s what the union representing 6,000 transit workers has threatened to do, and no sweet-toned radio ad pledging full cooperation to fix the T’s chronic problems can sugarcoat that.
